If salus populi suprema lex esto - that is, if the health of the people is the supreme law - then it stands to reason that those things which are hostile to the peoples' health are against the supreme law.
Poverty is harmful to the health of the people. Therefore, poverty is against the law.
And every law and practice that reproduces poverty is equally illegitimate.
